Background
The FY 2019-2024 Capital Improvements Program includes funding in FY 2019 and FY 2020 for parking lot security improvements at the City's most used parks. Police department staff along with Parks and Technology department staff considered several options to provide enhance security at these locations.  As a result, staff is proposing the purchase and installation of license plate recognition (LPR) cameras and software at locations in close proximity to the vehicle ingress and egress points in or near City parks to combat the high number of thefts from vehicles in those locations.  The  details of this project were discussed earlier with the City Commission.

LPRs will capture the license plate numbers on all vehicles entering and exiting these locations and store them in a searchable database that investigators can access to develop investigative leads.  Vehicle information obtained from LPRs can be shared with other law enforcement agencies that utilize this technology to determine other locations and activity timelines associated with suspect vehicles.  Additionally, alerts can be entered on specific suspect license plate numbers, which allows investigators to be notified of a location anytime that license plate number is captured.

Staff is proposing to pay for a five-year subscription plan to implement LPR fixed cameras at four locations in the city.  Those locations are Granny White Park, Heritage Way for Tower Park and the County Indoor Sports Complex, Owl Creek Park, and Volunteer Pkwy for Crockett Park. The total cost of this subscription plan over five years is $168,095.00 with $77,095.00 payable upfront in FY 2019.  Annual payments in Years 2-5 will be $22,750, and will be incorporated in the Police Department's annual operating budget beginning in FY 2020.
   
Because it is not feasible to install fixed cameras at every park location at once, staff is also proposing to purchase one covert mobile unit with LPR cameras that can be transported to any location in the city where crimes are occurring to maximize the effectiveness of this project. The total cost of this mobile unit is $25,295.

Staff is proposing Vigilant Solutions as the vendor for this project.  An attachment has been included that describes Vigilant's status as a sole source provider.  More specifically, the City of Brentwood currently utilizes services provided by Thomas Reuters (Government Investigations Division).  Commercial license plate data available to Investigators is exclusively provided by Vigilant Solutions through Thomas Reuters, which makes them a sole source vendor.

The total FY 2019 cost of this equipment from Vigilant is $102,390, which is slightly in excess of the $100,000 included in the FY 2019 Capital Projects Fund budget.  Note that there will be some additional expenses related to this project, including the addition of electrical service to several of the LPR camera locations, a new pole to be installed in Owl Creek Park, and supplemental video monitoring cameras in key locations at the various parks.  It is expected that there will be sufficient savings in other projects within the Capital Projects Fund to absorb the additional expenses beyond the original budgeted amount.
          
Staff Recommendation
Staff recommends approval of the attached resolution authorizing the purchase of one covert mobile LPR system and approval of a five-year subscription for a fixed LPR system from Vigilant Solutions to be installed at four locations as denoted above.
