Background
Ordinance 2018-18 proposes amendments to Section 78-459 of the Municipal Code, regarding provisions for shared parking requirements in service institution (SI) zoning districts.

This proposed proposed amendment is a companion to Ordinance 2018-16.  Ordinance 2018-18 requests consideration of changes to Article VI, Section 78-459 of the zoning ordinance regarding the provisions for shared parking.  The section allows the Planning Commission to reduce the total number of on-site parking spaces for commercial and service institution development to no greater than 20 percent of the total number of spaces required for the land use through the use of shared parking agreements with nearby developments.  Reductions may be requested for specific projects if the peak parking demand times for tenants and/or users do not conflict or overlap. 

As mentioned above, the section's current language applies to commercial and service institution land uses.  The proposed modifications apply only to the shared parking for service institution districts. The provisions for commercial land uses would remain unchanged.    

The change will allow service institution land uses, to count up to a total of 30 percent of the total number of required spaces off-site, if long-term parking agreements are provided.  The site would be required to provide 50 percent of the required parking on-site and 20 percent in reserve in addition to the 30 percent off-site.  Currently, the section allows only 20 percent of the total number of parking spaces provided to be counted off-site.  The current parking provisions also require 60 percent of the spaces on-site, and 20 percent  held in reserve as approved by the Planning Commission and 20 percent of the spaces off-site.  

This proposed change, in conjunction with Ordinance 2018-16, is also an effort to provide additional options in addressing the parking requirements for service institution land uses.  

Since the amendment proposes modifications to the zoning ordinance, Planning Commission review and recommendation of the proposed changes is necessary.

If the proposed ordinance passes on first reading, the Planning Commission will provide its review and recommendation of the ordinance at its January 8, 2019 meeting.  The public hearing is scheduled for January 14, 2019.  Second and final reading of the proposed ordinance is scheduled for January 28, 2019.

Staff Recommendation
Ordinance 2018-18 authorizing amendments to Section 78-456 of the Municipal Code regarding shared parking allowance for SI land uses is being presented to the City Commission as a result of action by the Planning Commission.
