Background
In October of 2017, the Board of Commissioners approved an agreement with the Architect Workshop (fka Kennon Calhoun Workshop) to complete Phase I architectural services related to the proposed Police Department headquarters facility on City-owned property at 910 Heritage Way.  Phase I services included:
 
  • Space needs assessment and facility programming development;
  • Site evaluation;
  • Schematic design;
  • Cost estimating
The Phase I work has been completed, with the results having been presented to the Board during several briefings over the past few months.

While the projected total cost of the facility remains an issue of concern given the strong construction economy in the Nashville market today, staff believes the project should move forward to the final design stage.  Staff has been very pleased with the work product produced by the Architect Workshop during Phase I and recommends the City continue with the firm for the Phase II services.

The attached Phase II agreement with the Architect Workshop will advance the Phase I work to final design, furniture and finishes design, construction bidding, and construction administration.  The proposed fee for these service is $1,660,400.  Per the attached fee breakdown, this total fee includes costs associated with all of the various required sub-consultant specialties including:
 
  • Police architect design specialties (i.e. firing range, etc.) (McClaren, Wilson, & Lawrie)
  • Mechanical and IT systems design (Edmonds Engineering);
  • Structural engineering (EMC Structural Engineers);
  • Civil engineering and landscape architecture (Ragan Smith);
  • Furniture and Fixtures (Brand Interiors)
  • Signage (Tolleson-McCoy)
  • Acoustics and audio-visual (Roland, Woolworth and Associates)

In conjunction with the final design work by the Architect Workshop, staff is currently reviewing proposals from Construction Management firms with the intent of awarding a construction management contract at the December 10, 2018 meeting.  Staff believes that having the construction management firm under contract early and allowing them to work closely with the architect team during final design provides the best opportunity to identify cost saving and construction efficiency opportunities during the final design process.
Staff Recommendation
Staff recommends approval of Resolution 2018-91.
Previous Commission Action
The contract for Phase I architectural services with the Architect Workshop (fka Kennon Calhoun Workshop) was approved by the Board of Commissioners on October 26, 2017 (Resolution 2017-77).
