Approval for Purchase of 5.11 Brand Responder Parkas for the Fire & Rescue Department from Municipal Emergency Services (MES) through the FireRescue GPO Cooperative
Background
At least every three years, the Fire & Rescue Department solicits bids for work uniforms. This year a committee was formed to re-evaluate  current uniforms and wear-test several options from various manufacturers. One key recommendation that came out of this process was to make a change to the outerwear worn by Department personnel. Currently, the Department provides three different jackets for firefighters: a winter parka, a fleece jacket, and a raincoat.  We have experienced some quality issues with our selections recently, and our current style of winter parka is being discontinued by the manufacturer, making uniformity a challenge going forward.  For these reasons, a decision was made to transition to a new style of coat.
   
After assessing several options, it was determined that a single 3-in-1 garment produced by 5.11 meets the year-round needs of Department personnel. The coat provides a wind and water proof exterior shell that can be removed and used as an all-weather raincoat, as well as a fleece inner liner that can be worn as a separate jacket in cooler weather.  When combined, these two layers provide superior cold-weather protection during the winter months. Unlike the current items in use, the Responder parka is designed specifically for public safety personnel and is Ansi 107-2015 compliant (high visibility) which eliminates the need to add a safety vest when working in situations where traffic is present.

The 5.11 brand Responder Parka is available through three local vendors, as well as directly from the 5.11 website.  Each provided pricing ranging from $245.00 to $289.99 per coat.  However one vendor, MES, is able to apply cooperative pricing through membership in the FireRescue GPO, which was approved by the City Commission last month.  This will reduce the price to $203.00 per coat if ordered in bulk for all 66 personnel at once.  An additional fee of $15.65 per garment for lettering and embroidery is charged by 5.11 regardless of vendor.  Normally, individual uniform items are not brought before the City Commission since all members are given an annual allowance to spend as needed in the annual budget.  However, approval is required since this is a single order of like items totaling over $10,000.

Staff Recommendation
Staff recommends approval to purchase 65 Responder parkas (5.11 brand) with associated embroidery and screen printing for the Fire & Rescue Department from Municipal Emergency Services (MES) through the FireRescue GPO cooperative.  Note that the vendor has provided one parka free of charge as part of the testing process.
