Acceptance of Bid from Digital Video Group, Inc. for upgrading video equipment in the commission chambers used to record and broadcast meetings.
Background
The city owns the audio and video equipment in the commission chambers to record meetings for rebroadcast on the city’s public education channel and streaming on the Internet.  The current video equipment is based on older standard definition (SD) technology that has become outdated and is experiencing operational challenges.  Staff has been working with the Director of Technical Systems from the Department of Electronic Media Communication at MTSU’s College of Mass Communication to design a replacement video system.  The new system is based on high definition (HD) standards and includes new remote control cameras, video switcher, recording hardware and playback equipment for channel 19. 

Staff advertised for bids for the primary equipment and received five responses.  Two of the companies did not bid on all the items listed in the specifications.  Of the three other responding companies, Digital Video Group, Inc., submitted the low bid at $40,833.42.  There will be some additional miscellaneous equipment to be purchased such as cables, connectors, computer monitor, etc.  This is a budgeted expense from the Municipal Center fund. 
 
Staff recommends acceptance of bid from Digital Video Group, Inc. for $40,833.42.

Fiscal Impact:
The Municipal Center Fund, being an enterprise fund, does not budget capital expenditures.  However, planned capital expenditures are always explained in the fund's budget narrative within the Annual Operating Budget (see p. 302).  A total of $60,000 was anticipated for this project.
