Background
The Water Services Department’s CIP for FY 2019 includes completing the final phase of the ongoing meter reading system upgrades project.  In FY 2018, the department installed the 3rd and final tower and associated reading equipment at the Skyline water tank site.  The scope of work for this final phase includes updating remaining customer meter sites with new meters and/or meter reading communication devices to transmit readings to the previously installed tower system infrastructure.  Around 1,500 customers are currently on the tower reading system and this final phase will place all remaining customers, or about 8,500 on the tower reading system. 
 
For this work, the Water Services Department solicited proposals from contractors with experience in upgrading meter and transmitter systems.  In August, the department received two qualified proposals.  Department staff, along with the project engineer reviewed proposals and are recommending a contract be awarded to the firm Baird Contracting Company, Inc. of Birmingham, Alabama.  Of the two proposals submitted, Baird’s proposed pricing of $518,040 was $123,849 lower than the remaining proposer, Vangaurd Utility Service, Inc.  The lower pricing, along with experience and positive feedback from references, led staff to determine that Baird is the best firm to complete the work.  The proposed contract amount includes a $25,000 contingency and is within the department’s project budget. 

These upgrades are expected to provide improved accuracy of our meter system as well as enhanced service for our customers.  The new meters provide near realtime information that will allow leaks to be identified more quickly and will allow city resources to be redirected to more important tasks.
