Background
Funding is provided in the FY 2018 Capital Projects Fund budget for an initial study and schematic design of a potential new police headquarters facility on City-owned land on Heritage Way.  This study is proposed to cover the following tasks:

1. Expanded Space Needs Assessment and Program Development

The spatial needs assessment is an essential part of a comprehensive planning approach to provide design guidance for a new facility. This task will provide a detailed analysis that will define the current and future functional and spatial needs of the Department.  Following completion of the spatial needs assessment, the selected firm will prepare a comprehensive space program addressing the functions performed by the Department including, but not limited to, public access, public meeting space, communications, administrative offices, interview areas, booking facilities, evidence lockers and storage, training facilities, equipment lockers/storage areas, etc.

2. Site Evaluation

Provide a preliminary assessment and evaluation of proposed site conditions at 910 Heritage Way. The firm will be expected to perform the site analysis to include hazardous materials investigation and archaeological investigation, sub-surface soil conditions, storm water drainage management, location of utilities (sewer, water, etc.), and evaluation of vehicular access and flow.  

3. Schematic Design

Develop preliminary design drawings and architectural renderings focusing on site plan, building floor plans fitted to the proposed Heritage Way site, furnishing plans, exterior elevations, and preliminary building systems.

4. Project Cost Estimate and Schedule

Provide a total project cost estimate that includes all soft costs related to the design and the construction of the facility including, but not limited to, furniture and equipment, project management, fees and contingencies. Provide a complete proposed project schedule including realistic deadlines for future design development and construction phases.

The overall goal of this Phase I work is to provide the City Commission with sufficient information to make a final decision on whether to proceed with construction of the headquarters building and when.  If the decision is to move forward with the project, this Phase I work will represent approximately 25-30% of the total required architectural services.

The City issued a Request for Qualifications (copy attached) in June and received qualification statements from the following five firms:
  • Kennon Calhoun Workshop
  • TMPartners
  • Johnson & Associates
  • Goodwin Mills Cawood
  • Architects Design Group
A committee consisting of the City Manager, Assistant City Manager, Police Chief, and Assistant Police Chief reviewed the proposals, interviewed a short list of firms (Kennon Calhoun and TMPartners) and made site visits to recent police facility projects designed by the two short list firms.  Following this process, the committee selected Kennon Calhoun as the most qualified firm and began negotiations on the scope of work and fee for these Phase I services.  A copy of the Kennon Calhoun statement of qualifications is attached.

Kennon Calhoun has direct related police facility experience via its role as lead architect on the Franklin police headquarters and the headquarters facility in Murfreesboro currently under construction .  The firm was also the architect for a facility renovation project for the Columbia Police Department.  One of the partners on the Kennon Calhoun team is the firm of McClaren, Wilson & Lawrie, Inc., a nationally recognized leader in public safety facility planning and design.  Other members of the project team include Ragan Smith for civil engineering, Brand Interiors, EMC Structural Engineers, and Envision Engineering, Inc. for mechanical, electrical and plumbing services.

The proposed fee for the Phase I services is $297,800 including the space needs analysis, a multi-day design workshop, schematic designs, and site analysis.  (See attached details.)  Once the initial space needs analysis work is completed, the work plan includes opportunities for City Commission input to the architects on facility design elements, etc.  Upon approval of the contract, this Phase I work is expected to take approximately four to six months.
Staff Recommendation
Staff recommends approval of the proposed agreement with Kennon Calhoun Workshop.

Fiscal Impact:
The $200,000 budget for these services established last spring as part of CIP preparation process was a very preliminary number at the time.  While the proposed fee for this agreement exceeds the budgeted amount, staff believes it is a reasonable fee for the scope of work and that the scope of work is appropriate to ensure proper planning and analysis is done to allow for an informed decision on moving forward with this significant facility investment. Additional funding to cover the excess cost will be programmed for this project as part of the FY 2019-2024 CIP.
