PROJECT DESCRIPTION
Revised Site Plan – Scales Elementary School, 6430 Murray Lane

 Huddleston-Steele Engineering Inc., requests approval of a revised site plan for the Scales Elementary School, located at 6430 Murray Lane. 
 
The proposal would add ten classrooms, in a 18,449 square foot addition at the front of the school.  The addition will bring the total building area to 88,809 square feet and increase the student capacity by 200, bringing the total capacity to 900 students.  A total of 111 parking spaces are required, 125 are proposed.  The addition will be a combination of brick, metal panels and cast stone.
 
The applicant is requesting consideration in reducing to the width of the arterial road buffer from 150 feet to 100 feet due to topographic conditions.  The finished floor of the addition is approximately 25 feet higher than Murray Lane.  Section 78-286(a)1 permits the Planning Commission discretion in reducing the width of the arterial road buffer. 
 
The plan also proposes an encroachment of the drive aisle of approximately 24 feet into the reduced buffer.  The Planning Commission has no authority in granting the proposed additional reduction in the buffer width.  The Board of Zoning Appeals (BZA) has limited authority to grant variances.  Variances are considered “by reason of exceptional narrowness, shallowness of shape of the specific property”, “by exceptions topographic conditions or extraordinary or exceptional, situations or conditions of a piece of property.” 
 
Finally, Sec. 78-512 of the Code requires 40 trees per 100 linear feet be planted in a 100-foot wide buffer.  Considering the area of the proposed buffer reduction, the length of the frontage along Murray Lane is 550. This length requires 220 trees be planted in the buffer.  The landscaping sheet included as part of the plan set proposes the planting of 34 trees and 234 shrubs.  Two shrubs may be substituted for one tree (117).  The equivalent number of trees to be planted in the buffer is 151.   Section 78-286(a)3 allows the Planning Commission to vary the landscaping standards if the proposed plan provides for unique and innovative landscaping treatment or physical features.  Note that the plan calls for planting trees having a 3” ACI.  The code requires planting 2” ACI trees.
 
Construction is set to begin in March 2018, and be completed in December 2018. The construction will be staged to keep bus traffic to rear of building, car traffic and students/staff to front entry on the north side of existing building. The new parking areas will also be constructed in in two phases to keep parking available for teachers and guests.
