Background
A condition of approval for the Hill Center project included two off-site sewer system improvement projects identified in a report prepared by Hazen and Sawyer Engineers.  These projects are intended to satisfy pipe capacity conditions in downstream segments of the public sewer.  One project included relocating a portion of the YMCA’s private sewer service, which originally connected to the public sewer located to the north of Williamsburg Circle in the Meadowlake Subdivision, and connecting it to the public sewer along Maryland Way.  This relocation project was completed in early 2017. 

The second project involves the installation of a section of new sewer near the intersection of Meadow Lake Road and Robinhood Road, crossing a portion of property owned by Otter Creek Church. In order for the offsite sewer to be installed, the Hill Center owner, on behalf of the City, was required to obtain a utility easement from Otter Creek Church.  A portion of the church property will be crossed by the proposed sewer line to connect to an existing public sewer line which runs along the back of the church property (see attached map).

The Hill Center owner and Otter Creek Church have negotiated an acceptable offer and terms for the easement agreement.  If acceptance is authorized by the City Commission, the easement will become the property of the City for future maintenance of the public sewer line by the Water Services Department. Upon acceptance, the easement document will be recorded at the Williamson County Register of Deeds Office.

Previous Commission Action
Resolution 2016-79, authorizing acceptance of a public utility and drainage easement for relocation of the YMCA sewer force main was passed on November 14, 2016.
