Background
The Water Services Department's FY 2018 Operating Fund includes funding for demolition of two of the City's abandoned water tanks.  The Woodway water tank, a 1.0 million gallon steel tank, was originally constructed and put into operation in 1984 and was abandoned in the mid-nineties after many system improvements were made.  The Mooreland Estates water tank, a 500,000 gallon steel tank, was originally constructed in 1970 and was abandoned in 2010 following completion of area system improvements. 
 
On September 28, 2017 bids were received by the City for work associated with demolition of the two abandoned water tanks.  The scope of work includes cutting down the two steel water tanks, generally in panel sections, removing the concrete footing for each tank, removal of site fencing, and removing ancillary items such as valve vaults, and  equipment.  The site will then be restored with topsoil and reseeding. 

Five bids were received by the City.  One bid was rejected for insufficient licensing information listed on the outside of the bid envelope, as required by State law.  The four remaining bids ranged from a low bid of $81,100 to a high bid of $187,777.  The low bidder is Southeastern Tank, Inc. of Lebanon, Tennessee.  Southeastern Tank is a very reputable water and wastewater tank contractor and provider of tank materials and is very capable of completing this work.  After work is completed at each site, staff proposes that the City vacate the underlying property, which was originally conveyed to the City by easement and/or deed. 

Staff is recommending approval of a contract with Southeastern Tank in an amount not to exceed $81,100.  A site map, bid summary and other pertinent backup documentation have been attached for your consideration.
