Approval of Purchase for upgrade to Communications Logging Recorder

Background

In 2011, the city purchased a logging recorder from Equature (formerly known as DSS Corporation) to record information in the Communications Center such as 911 data and phone calls, radio system audio communications, CAD screen data capture, and quality assurance software. The recorder was purchased though a Federal GSA contract. The logging recorder server was upgraded last fiscal year by Technology Department staff and continues to meet the needs of the Communications Center and requirements of the Tennessee Emergency Communications Board.

As part of the new countywide 700 MHz public safety radio system, additional functionality is needed to interface the logging recorder with the new Motorola radio system to allow for recording of digital radio audio or radio over IP (RoIP) capture. This is a planned purchase from Equature as part of the radio system project but is not part of the contract with Motorola. As part of this upgrade, a technician from Equature will be on site for configuration during installation.

The total cost for the upgrade is $90,941.33. This is a sole source purchase as it is a software upgrade for the existing logging recorder solution and is only available from Equature. Annual maintenance will be $3,750.00 from the Emergency Communications District.
