Background
The Water Services Department's FY 2021 Capital Improvements Plan includes funding for miscellaneous water system improvements which generally include smaller projects such as small line extensions, service line repair contracts, adding appurtenances to the system such as valves, etc.  Projects are identified using the department’s distribution system model along with the asset management and GIS programs which aide staff in making decisions and prioritizing projects.         
 
For fiscal year 2021, staff included a water line extension project aimed at improving fire flows and customers' pressure in an area of the Willowick neighborhood.  The project scope includes installing approximately 660 feet of 6” water line eastward from the intersection of Plymouth Drive and Willowick Drive and connecting two homes located at that location to the new water line.  The work is planned within the existing rights-of-way.  These customers have historically had very low pressure and each home has an internal mechanical water pump required to provide them adequate service.  Connecting to the existing water system infrastructure at Plymouth Drive provides higher pressures and greater flow capability than the existing lower pressure infrastructure at this location.   
 
On December 8, the Water Services Department publicly opened construction bids for this work.  The City received three competitive bids ranging from a low bid of $130,130 to a high bid of $148,290.  Cunningham Construction and Development, LLC of Nashville, Tennessee submitted the lowest and best bid.  Cunningham Construction has successfully completed numerous similar size projects in Brentwood and elsewhere in middle Tennessee over the years and therefore are considered competent to complete this project. 

Accordingly, it is the recommendation of SSR, the project engineer, and the Water Services Department staff that the project be awarded to the low bidder, Cunningham Construction, in the amount of $130,130.00.  In addition, staff is requesting City Commission approval of a 10% contingency allowance of $13,000 in the event unforeseen circumstances should arise during construction of the project.  The contingency allowance would only be expended based upon written change orders approved by staff and the project engineer.  The overall contract amount, including the contingency allowance, is within the amount of funding budgeted for this project. 

Project construction is slated to begin in early February and take approximately 90 days to complete.  Staff has attached the project engineer’s letter of recommendation, bid tab and contractor’s bid for your consideration.

Staff Recommendation
Staff recommends approval of the attached resolution authorizing award of a contract with the low bidder Cunningham Construction  in the amount of $130,130 and a 10% contingency allowance of $13,000.
