Resolution 2020-01 -- A Resolution Authorizing Changes to the Development Plan for the Nashville Golf and Athletic Club

Resolution 2021-01 requests approval of minor exterior changes to the Site Plan for the existing clubhouse at the Nashville Golf and Athletic Club, situated on the south side of Moores Lane. The property is located at 1703 Crockett Springs Trail. 
Background
The attached resolution requests approval of minor changes to the site plan for the existing clubhouse at the Nashville Golf and Athletic Club, situated along the south side of Moores Lane. The clubhouse is located at 1703 Crockett Springs Trail. A portion of the clubhouse, a log structure, was constructed in the early 1880's and has been designated by the Board of Commissioners as historically significant pursuant to Resolution 2000-11. The original log structure forms the central part of the clubhouse.  Only a small portion of the original log structure is exposed, inside the clubhouse. 

The history of the Crockett Springs Community is lengthy and varied.  As you are aware, the City was incorporated in April 1969.  Ordinance 70-12, which created the first zoning ordinance, was approved by the Board of Commissioners in August 1970. However, the ordinance inadvertently omitted assigning a zoning district designation to the Crockett Springs Community, which was within the City limits at the time, leaving it without a designated zoning district. On November 27, 1972, the Board of Commissioners adopted Ordinance 72-18, which established OSRD zoning for the Crockett Springs Community for the first time.  The ordinance also established new zoning requirements for all properties within the City.  As a result, an overall OSRD Development Plan was never approved for the entire project by the Board of Commissioners.  A total of 52 lots have been built upon within the project.  

On December 7, 2020, the Planning Commission voted to approve a revised site plan for the property.  In addition, the Commission also voted to forward a recommendation of approval of the revised site plan to the Board of Commissioners.  The plan included the following improvements:
 
 
  1. Replacement of doors, windows, and siding for the entire structure.  The doors will have a mahogany finish to match those existing.
  2. The replacement windows will match those existing. 
  3. The replacement shutters will be of traditional design and be correctly sized and proportioned and stained to a mahogany finish. They will be mounted on reproduction offset hinges and held open with reproduction dogs.
  4. The siding will be painted Hardie Board lap siding, Sherwin Williams -- Garlic Clove, having a smooth surface and a 4.5-inch overlap. The trim will be painted Sherwin Williams -- Delicate White.   
  5. A new roof cover will also be installed over the existing patio area the rear of the structure. The cover will measure 20' x 40' (800 sq. ft.) and will be supported by 12" x 12" timbers.  A standing seam metal roof, painted to match that existing is also proposed. The adjacent wall has deteriorated to the point that it must be replaced as part opf the patio cover work. The wall will be extended to screen the rooftop mounted HVAC units.  
Over the years the effects of weather have taken a toll on the exterior of the structure. The last major renovation was completed in the 1980s. The clubhouse includes an area of approximately 8,285 square feet.

Since the proposed exterior modifications affect a structure designated as historically significant by the Board of Commissioners, Planning staff presented the proposed revised building elevations to the Historic Commission for its review on October 16, 2020, The Historic Commission voted unanimously to endorse the proposed plan. 
 
Because the proposal affects the existing improvements within the permanent open space of an OSRD zoned subdivision, approval by the Board of Commissioners of the revised development plan is required.
