Approval of Change Order with Vulcan Construction Materials, LLC for Sunset Road/Ragsdale Road Intersection

Background

In March of 2017, the Board approved an agreement with Vulcan Construction Materials, LLC for realignment of Ragsdale Road at its intersection with Sunset Road. The agreement included a substantial completion date of July 14, 2018.

While the project is now complete, the contractor did not meet the July 14, 2018 substantial completion date. The contractor has submitted a request for a time extension based on two factors - weather and scope of work changes. Staff has reviewed the request and is recommending approval of an additional 55 days to the duration of the contract for the following:

Twenty-seven (27) calendar days due to abnormally high rainfall amounts during the months of February 2018, August 2018, and September 2018.
Twenty-eight (28) calendar days due to changes in the scope of work related to the relocation of the Nolensville/College Grove Utility District water line.

Note that even with these additional allowed days, the contractor will be assessed liquidated damages of $15,000 for schedule delays. This request does not affect the contract price. The final project cost is expected to be several hundred thousand dollars under budget once all final payments are processed.

Accordingly, the project engineer has prepared the attached change order for a 55-day time extension which adjusts the substantial completion to September 7, 2018 and final completion as September 25, 2018.
