Background
Recently, the Parks and Recreation Department solicited bids for mowing of City parks and greenways for fiscal years 2020 through 2024 (contract to be effective July 1, 2019). The bid specifications allowed the contract to be split between mowing services and bush-hogging services. This year, separate companies provided low bids for the two different types of services.

The scope of the contract has been updated to include additions and changes that have resulted from the incorporation of new parks and 
greenways into the system over the past couple of years, including Smith Park phase two.  A pre-bid meeting was conducted to review the full scope of the work in each of the City's parks and greenways. Five companies were represented in the pre-bid process. Two bids were received for bush-hogging services as defined within the scope of work. Gadco Lawn Care submitted the lowest bid amount at $32,959.20 annually for bush-hogging services, based on the estimated number of cuts for the areas identified.  The locations for bush-hogging and the unit prices (per mow) are listed in the attached contract. (The contract award for mowing services with a different contractor will be presented to the commission under a separate agenda item.)

The contract is structured so that the City determines the actual number of cuts per location based on need and the unit prices in the bid. In addition, the City has the option to renew the contract for up to 5 years if the Parks and Recreation Department is satisfied with the quality of service. The contract provides that renewal unit prices will increase no more than 5% from the previous year. Also included in the contract is a cut cost per acre for any new park land that may be added to the system during the contract period.  

Gadco Lawn Care will be a new bush-hogging contractor for the City, however Gadco Lawn Care was at one time the mowing contractor for the city and did a excellent job. Staff feels that this bidder is capable of performing the work as required under the contract.

Staff Recommendation
Staff recommends approval of the accompanying resolution authorizing an agreement with Gadco Lawn Care for bush-hogging services for City parks and greenways during FY 2020 with the option to renew for an additional four years.
Previous Commission Action
The Commission approves mowing and bushhogging contracts periodically when the current contract is expiring and the services have been re-bid or if an existing contract is not extended.
