Background
Ordinance 2018-18 requests consideration of changes to Article VI, Section 78-459 of the zoning ordinance regarding the provisions for shared parking in service institution (SI) zoning districts. As currently written, the section allows the Planning Commission to reduce the total number of on-site parking spaces for commercial and service institution development to no less than 60 percent of the total number of spaces required for the land use.  Of the remaining required parking, 20 percent may be provided off-site through long term shared parking agreements with nearby developments, and 20 percent may be identified on-site but not built until needed.  The latter is know as " reserve parking".  Shared parking may be requested for specific projects if the peak parking demand times for tenants and/or users do not conflict or overlap. 

As mentioned above, the section's current language applies to commercial and service institution land uses.  The proposed modifications apply only to shared parking for service institution districts. The provisions for commercial land uses would remain unchanged.   The change will allow the Planning Commission to reduce the parking requirements for service institution land uses to no less than 50 percent of the required parking, with the remaining required spaces provided by up to 30 percent off-site parking and 20 percent in reserve parking.   Again, shared parking agreements would be required for all off-site parking.

This proposed amendment is an effort to provide additional options in addressing the parking requirements for service institution land uses.  

Since the amendment proposes modifications to the zoning ordinance, Planning Commission review and recommendation of the proposed changes are necessary.

The proposed ordinance passed on first reading on November 12, 2018.  The Planning Commission provided its review and recommendation of the proposed ordinance at its January 8, 2019 meeting.  Second and final consideration of the proposed ordinance is scheduled for January 28, 2019.

Staff Recommendation
Ordinance 2018-18, which authorizes amendments to Section 78-456 of the Municipal Code regarding shared parking allowance for SI land uses is being presented to the City Commission as a result of action by the Planning Commission.
Previous Commission Action
At its regular meeting of November 12, 2018 the Board of Commissioners voted unanimously, six for and zero against (6-0) to approve Ordinance 2018-18 on first reading.
