Background

The quality and reliability of the City's comprehensive Geographic Information System (GIS) is highly dependent on having current aerial photography and planimetric mapping. Planimetric maps show only the horizontal position of features on the earth's surface, including geographic objects, natural and cultural physical features, and entities without topographic features such as roads, buildings, and water bodies that are visible and identifiable on aerial photographs.

Historically, the City has maintained a three-year schedule for updating aerial photography and a six-year planimetric mapping schedule. The last aerial photography was done in 2015 as part of a joint effort between Brentwood and Franklin. For the 2018 flyover, staff is recommending a joint project with the City of Franklin because the company performing the aerial photography service (Kucera International Inc.) provides a lower per square mile cost when a larger area is being flown. Williamson County was involved in the discussion of the project, but has elected not to participate in the 2018 project.

Rutherford County Government bid these services recently and Kucera International Inc. was the low bidder. The bid specification allows for other government agencies to purchase from their bid process. Kucera International Inc. was chosen to provide the 2018 flyover and planimetric mapping updates. Tennessee law allows cities and counties to use pricing from other jurisdictions without having to go through a separate bidding process. Kucera International Inc. is a full-service provider of professional aerial and ground sensing/surveying, orthoimagery, photogrammetric mapping, geospatial data processing, LiDAR, and related geomatic services for government, commercial/industrial, professional, institutional, and other applications. Kucera completes hundreds of projects annually throughout the United States and abroad, covering areas ranging in size from a few acres to tens of thousands of square miles.

A total of $150,000.00 was provided in the City's FY 2018 annual budget for this purpose. Due to the City's ability to use the Rutherford County contract prices, pricing has come in significantly lower than anticipated under a Brentwood/Franklin only contract. The cost under the proposed agreement will be $68,030.60.
