Approval for purchase of bay doors for Safety Center East.

Background

The Fire & Rescue Department requests approval for the purchase of three bay doors at the Safety Center East. There are a total of six bay doors at this facility, three in front and three in back. The front door on the ambulance bay has had multiple hinge repairs and adjustments. The door recently suffered a partial failure and has become bent. While still minimally functional, its continued operation is questionable. Also, one of the rear bay doors is no longer functional after being bent in a minor accident. Unfortunately, the current doors are 15 years old and no replacement parts are available.

To maintain uniformity of appearance, staff proposes to replace the three front bay doors, including the damaged ambulance bay door, and then use sections from one of the still functional existing front doors to repair the damaged rear bay door. Eventual replacement of the three rear bay doors will be considered as part of a future facility maintenance budget.

There is an obvious need to expedite this repair given the doors allow for timely ingress and egress of public safety equipment. Therefore, staff is recommending a waiver of the formal competitive bidding process which would take a minimum of four weeks to complete. Instead, staff has solicited three written quotes from reputable door companies that can complete the work in a timely fashion. Staff is recommending approval of the low bid from Overhead Door Company of Nashville at a cost of $13,572.

Staff Recommendation

In lieu of formal competitive, sealed bids, staff recommends approval of the purchase and installation of three bay doors from Overhead Door as the lowest of three written price quotes.

Fiscal Impact:

The FY 2017 Facilities Maintenance Fund budget includes $25,000 for major maintenance items at the Safety Center East as may arise throughout the year. No funds from this allocation have been spend so far this fiscal year.
