Donation of Surplus Fire & Rescue Departement Vehicle to the Centerville Volunteer Fire Department

Background

The Brentwood Fire & Rescue Department periodically receives requests from smaller Tennessee volunteer fire departments for donation of surplus fleet vehicles and equipment that have reached the end of their useful lifespan here. Such donations of equipment with minimal value on the market have created much goodwill for the City from the smaller public safety agencies across the State of Tennessee.

The vehicle currently under consideration is a 2005 Ford Crown Victoria with 108,000 miles. The Fire and Rescue Department recently purchased a new vehcile for the Assistant Fire Chief out of the FY2017 operating budget, and rotated his former vehicle into the reserve fleet to extend its lifespan and replace the 2005 Ford. The Centerville Volunteer Fire Department has requested this vehicle to replace its current command response vehicle, a 2005 Chevrolet Impala with over 200,000 miles. Centerville's request is currently the only one we have received. They understand that the vehicle is transferred "as is" and that no warranty is included or implied.

In considering whether to recommend donating a vehicle or putting it out for auction on a government surplus website, staff considers the current market value of the vehicle. In this case, the current market value for similar vehicles on government surplus auction sites is between $600 and $1,200. Additionally, the Crown Victoria has significant paint issues (blistering and loss of paint) which further reduces its market value. As such, staff believes donation of this vehicle for the reasons outlined above is appropriate.

Staff Recommendation

Staff recommends approval to donate a 2005 Ford Crown Victoria fleet vehicle to the Centerville Volunteer Fire Department.

Previous Commission Action

Vehicle was placed on the City's surplus equipment list in September 2016.
