Background
The Water Services Department’s Capital Improvements Plan for FY2017-2022 includes purchases for continued expansion of the meter reading program (Flexnet) which includes an additional tower and reading equipment in north central Brentwood, continued installation of radio transmitters at individual customer sites, and updates to system servers currently located at City Hall and maintained by the Technology Department. 

City staff has evaluated a couple of options for updating the system servers, which is necessary to support newer versions of the meter reading software.  The first option would be a city hosted solution that would require replacement of the existing physical servers and the software located at City Hall with the Technology Department continuing to provide management and maintenance of the hardware and software.  Instead, staff is proposing this service be transferred to a third-party hosted site.  This option is preferred and would eliminate the physical server units and software currently maintained by the Technology Department. Under this option the program’s vendor, Sensus, would become the program’s hardware and software host.  Sensus will fully own and manage the Flexnet hardware/software infrastructure in a secure, private, cloud-based environment.  Cost savings over the life of the system are anticipated by reducing staff labor costs and avoiding future equipment and software purchases.  Sensus currently manages over 500 utility Flexnet programs via their cloud-based infrastructure program.  

The cost to transfer the current Brentwood maintained system to the Sensus hosted plan, including updates to all software and project implementation, is $51,425.  This cost includes program setup, project management services, system validation and testing, migration and software upgrades.  After thoroughly vetting the two options, both the Technology and Water Services Departments are recommending that Sensus become the host as a long-term solution.
