Background
Crockett Park’s baseball fields 1, 2, 3 and 4 were installed in 1993, multipurpose fields 1 and 2 lights were installed in 1994, and baseball fields 5, 6, 7 and 8 were installed in 1996. Over the last several years, more and more lights have needed to be replaced.  In May of 2015, the Parks Department began working with Musco Sports Lighting, LLC to survey the current lighting system at Crockett Park.  The first step was for Musco to conduct a light fixture study to see where the fields stand today.

At that time, Musco provided a report of each field’s status. (See attached summary.) Following is a brief breakdown of each field:

Ball Field #1 - 40% Pink
Ball Field #2 - 50% Pink
Ball field #3 – 60% Pink
Ball field #4 – 80% Pink
Ball field #5 – 90% Pink
Ball field #6 – 90% Pink
Ball field #7 – 90% Pink
Ball field #8 – 100% Pink
Multipurpose #1 – 50% Pink
Multipurpose #2 – 70% Pink

In summary it was determined that 50% to 100% for the ball fields have turned pink and about 50% to 70% of the multipurpose fields have turned pink. A “pink” hue means that a fixture is close to the end of its life and would eventually burn out and need replacing.

Although the lighting system is in good operational condition, Musco recommends a complete re-lamping, which includes bulb replacement, lens cleaning, and fixture adjustment as needed to return the field lighting quality and dispersal to the original lighting plan developed by Musco.  Re-lamping will ultimately save the City money for the next several years by avoiding lift/labor charges that are generally the bulk of cost when replacing individual lamps. It will also provide better player safety because of light uniformity. Separate quotes (see attached) were given for each complex as follows:  Ball fields 1-4 ($8,280), ball fields 5-8 (12,880) and multipurpose fields 1 and 2 ($9,200) for a total cost $30,360.  This cost is slightly above the budgeted amount ($30,000) for this purchase. This overage will be absorbed by other maintenance projects that have been under budget.

It should also be pointed out that Musco did provide pricing for additional items that they may find during this process. Staff is aware that some additional work needs to be done and will address these issues on a case by case basis, but these will be funded out of the Department's general fund budget. Please note that many of these items are normal items that would have been done every year when individual lamps are changed out. This additional work will only be performed if authorized by staff.

No competitive bids were solicited because Musco is the sole source for this project.  However, based on prior purchases and staff's experience with lighting systems, the quoted price is considered fair and reasonable.  Staff recommends approval of this project. If approved, the project will begin as soon as weather permits and be completed no later than mid-spring.
