Acceptance of Bid for Zero-Turn Mower for the Parks Department

Background

The Parks and Recreation Department budget for FY 2017 includes funding for the purchase of a zero-turn mower with a 60 inch cutting width to maintain the two new multipurpose fields at Flagpole Park. The Department solicited and received bids on December 16, 2016 from two vendors, offering two different brands of mowers. The department requested a base bid for a 36 HP (horse power) with an electric BacVac Grass Catcher and deck stripping kit.

After a review of the submitted bids, both base bids were determined to have met the minimum specifications for base the bid. However, the apparent low bid ($12,565.68) from Kelton’s Hardware & Pet (Grasshopper Brand) did not meet the requested two option specifications for the following reasons: The City requested an electric BacVac Grass Catcher. The Grasshopper mower does not offer an electric version of this option. This is quite important when an employee is trying to empty a unit that is full of clippings, leaves and other debris. The second requested option was for a stripping kit. The Grasshopper does not offer this option. This option helps the mower operator see where he/she is cutting and adds to the esthetics of the sports facilities.

The bid tabulation with both vendors' bid amounts is attached.

The bid (14,314.57) from Dickerson Professional Lawn Equipment met minimum requirements for the base bid and for both options. Therefore, staff is recommending approval of Dickerson’s bid. The bid amount is well within the budgeted amount ($25,000) for this purchase. A picture of this mower is attached.
