Resolution 2017-02 - Authorizing an agreement with D.T.S (Data Transfer Solutions, LLC) for a complete pavement condition assessment on all of paved roads maintained by the City.
Background
For the past 15 plus years the City has used a custom program that helped create an annual roadway re-surfacing priority list. To use this program, staff rode and visually evaluated all the city streets.  As each street was evaluated, the information was manually loaded into a laptop. When all the streets were evaluated, the final results of the conditions of the streets were prioritized into one master priority list. This list took about two months to complete.

After the yearly paving budget was approved, staff then went out and rechecked approximately the first 100 streets on the priority list. This was done to ensure that nothing had been overlooked and that the streets at the top of the list were indeed the highest priority streets.

As part of the FY 2017 Capital Improvement Program, $90,000.00 was appropriated for a comprehensive video condition assessment of all City-maintained streets using the latest in technology. This system will video and record the streets and help establish a new baseline for future resurfacing efforts. This video assessment system utilizes a proprietary data collection technology and DTS is considered a sole source vendor since it is parent company for the City's existing VUEWorks asset management system and all video assessment data will be delivered in a format that utilizes this existing asset management software.

This video assessment process will not only document and prioritize resurfacing needs, but it will also capture sidewalks and curb ramps around the City. Originally, the only service staff sought from DTS was the video assessment of the roadways. However, because the City is required to assess of all curb ramps as part of preparing a mandated ADA Transition Plan, staff recommends utilizing the video assessment system for curb ramps.  The end result will be a master report and plan that includes assessment of both streets and curb ramps. The ADA Transition Plan will essentially lay out a plan to bring all City infrastructure and facilities into compliance with applicable accessibility codes.

The original proposal from DTS for street assessments was $89,525.00. Adding the curb ramps locations and visual condition assessment increases the cost by $11,000.00. All of the details of the scope of work, processes and costs are outlined in the attached proposed service agreement.
